Covid Restrictions In Serbia

The entry of foreign citizens to the Republic of Serbia has been regulated as follows in order to prevent spreading of contagious diseases to the country’s territory:
foreign citizens entering the Republic of Serbia from the Republic of North Macedonia, Republic of Bulgaria, Romania and the Republic of Croatia are allowed to enter the Republic of Serbia if they have a negative PCR test not older than 48 hours, issued by the referent national laboratory of the country they are coming from, i.e. entering the territory of Serbia from.
Serbian citizens arriving from these countries are exempted from thе afore-mentioned conditions when entering the Republic of Serbia.
The following categories of foreign citizens are exempted from the afore-mentioned conditions when entering the Republic of Serbia from one of these four countries:
1) foreign citizens transiting through the territory of the Republic of Serbia. Transit for foreign citizens shall be limited to the period of up to 12 hours from the time of entry to the territory of the Republic of Serbia;
2) foreign citizens who transited for no longer than 12 hours through Republic of North Macedonia, Republic of Bulgaria, Romania and the Republic of Croatia;
3) foreign citizens with a leave to stay or permanently settle in the Republic of Serbia;
4) crews on freight motor vehicles in international transport road traffic. In case of international freight transit by road traffic, the same shall be limited to a period of up to 12 hours from the time of entry into the territory of the Republic of Serbia;
5) flight crew and cabin crew on aircraft with the Republic of Serbia as end destination, or transiting via international airports in the Republic of Serbia;
6) accredited staff members of foreign diplomatic and consular missions and international organizations’ offices, including their family members holding special identity cards, i.e., identification documents issued by the Ministry of Foreign Affairs and the General Secretariat of the Government;
7) children of up to 12 years of age, if the parent, legal guardian or a person from the family household who is accompanying the child has a negative PCR test not older than 48 hours;
8) foreign citizens carrying out international transport activities, retrieving or unloading goods, or for the purpose of transport of persons to or through the Republic of Serbia, applicable to the crews of:
reight motor vehicles in international road traffic. In case of transit, the same shall be limited to the period of up to 12 hours from the time of entry to the territory of the Republic of Serbia;
cargo ships transporting goods to one of the domestic ports. In case of transit sails along the international waterway in the territory of the Republic of Serbia, the same shall be limited to a period of up to 90 hours for ship compositions and 60 hours for self-propelled vessels from the time of entry into the territory of the Republic of Serbia for upstream navigation, or limited to a period of up to 72 hours for ship compositions and 54 hours for self-propelled vessels from the time of entry into the territory of the Republic of Serbia for downstream navigation;
shuttle buses and buses carrying out international transport of passengers, both in case of transits and when the Republic of Serbia is both their final and departure destination;
railway vehicles and train crews;
humanitarian convoys arranged through diplomatic channels.
9) citizens of neighbouring countries from small-border areas cultivating land or being in possession of agricultural land in the territory of the Republic of Serbia, who are required, when crossing the state border in order to perform agricultural works, to have on them a proof of ownership of the agricultural land or a statement of the owner of an agricultural land confirming that the person in question is carrying out agricultural works at the owner’s land, on the condition of reciprocity.
10) citizens of neighbouring countries living in small-border areas who are employed in the territory of the Republic of Serbia, to whom the employer issued a document as a proof of work engagement, on the condition of reciprocity.
Foreign citizens entering the territory of the Republic of Serbia from other destinations (other than North Macedonia, Bulgaria, Romania and Croatia) are allowed to enter the Republic of Serbia in line with the hitherto procedure, i.e. they are not obliged to have a negative PCR test, nor shall they be required to remain in self-isolation.
The entry of foreign citizens to the Republic of Serbia has been regulated by the decision which the Government of Serbia passed in order to prevent spreading of contagious diseases to the country’s territory. In line with the Government’s decision, the entry procedure for foreign citizens is as follows:
foreign citizens entering the Republic of Serbia from the Republic of North Macedonia, Republic of Bulgaria, Romania and the Republic of Croatia are allowed to enter the Republic of Serbia if they have a negative PCR test not older than 48 hours, issued by the referent national laboratory of the country they are coming from, i.e. entering the territory of Serbia from.
Serbian citizens arriving from these countries are exempted from thе afore-mentioned conditions when entering the Republic of Serbia.

Foreign citizens entering the territory of the Republic of Serbia from other destinations (other than North Macedonia, Bulgaria, Romania and Croatia) are allowed to enter the Republic of Serbia in line with the hitherto procedure, i.e. they are not obliged to have a negative PCR test, nor shall they be required to remain in self-isolation.
The cited decision by the Government of Serbia abolishes previous measures regarding the entry of Montenegrin citizens to the Republic of Serbia from Montenegro.
The Government of the Republic of Serbia has adopted a Decision on amending the Decision to declare the disease COVID-19 caused by the virus SARS-CoV-2 an infectious disease, whereby the ban to enter the Republic of Serbia ceases to be in force. According to this decision, citizens of the Republic of Serbia and foreign citizens are no longer required to have a special approval/authorisation to enter the Republic of Serbia. Thereof, the usual regime to cross the border of the Republic of Serbia resumes.
Also, all persons entering the Republic of Serbia – instead of the previous measures of isolation and mandatory negative PCR test to COVID-19, will be served at the passport control (only) a written information, both in Serbian and English, on measures to respect in order to prevent the outbreak, spread and eradication of the infectious disease COVID-19.
Foreign citizens, possessing a temporary stay authorisation in the Republic of Serbia which has expired after the day the state of emergency was declared due to the epidemic disease COVID-19 caused by the virus SARS-CoV-2, will be allowed to enter the Republic of Serbia until 1 July 2020 at the latest and legally submit a request for extension of their temporary stay within 30 days from the day they entered the Republic of Serbia. In view of that, it will be considered that the temporary stay authorisation for this category of foreign citizens (whose temporary stay authorisation in the Republic of Serbia expired while being abroad) is valid at the moment they enter the Republic of Serbia and that, pending the completion of the procedure following their request to extend their temporary stay, the foreign citizen will be staying legally in the Republic of Serbia.
The same decision stipulates that all persons who entered the Republic of Serbia in accordance with the previously valid regulation, and who were ordered a 14-day self-isolation (at home) for an acute respiratory illness caused by the virus SARS-CoV-2, which has still not expired on the day this decision entered into force, will no longer have to apply this measure.
The Government of the Republic of Serbia has adopted a Decision to cancel the Decision to close all border crossings to enter the Republic of Serbia, including the Decision to cancel the Decision to close border crossings.

Covid Restrictions In Ukraine
Restrictions that have been imposed to localize the spread of COVID-19?
Airports
Since June,15 air service has been recovered. Foreigners are permitted to entry Ukraine.
Public transport
All passengers are to wear masks. The number of passengers in the transport vehicle is to be equal to the number of sitting places.
Metro
All passengers are to wear masks. Passengers are required to keep distance in subway cars, on escalators and on platforms while waiting for the train.
Stores, pharmacies, petrol stations and banks
Operation is restored. Visitors are to wear masks at all times on the premises.
Cafes
Only the outdoor terraces are allowed to be opened. The decision on the opening and closing of cafes adopts by local authorities. That is why rules of visiting vary from region to region.
Sport clubs
For sports clubs: the number of visitors should not exceed 1 person per 10 sq m in individual workout, and 5 sq m per person during team workouts (but up to 10 people in a group).
Events
The government allowed excursions for groups up to 50 people, as well as indoor religious events, provided 1 person per 5 sq m and visitors maintained a distance of 1.5 meters.
Intercity transport
Connection is restored. In the regions with high infection rate it is allowed to transport up to 10 people at a time.
Medical institutions
It is allowed to provide medical care: during childbirth, patients with cancer, palliative care in hospital, other urgent measures of hospitalization and scheduled operations, if in a result of their rescheduling there is a significant risk to life.
Educational institutions
The 2019/2020 academic year for schoolchildren and students continues in a remote format. The External Independent Evaluation will take place from June 25 to July 17. International students who come to take the exams are exempt from passing observation or self-isolation.
From May,22 till August,31 Ukraine has entered the adaptive quarantine stage. Adaptive quarantine means that most of the restrictions have been lifted. In the areas with high infection rate all quarantine restrictions are to be saved.
Since June,15 air service has been recovered. Foreigners are permitted to entry Ukraine.
How to define what zone I belong to according to the epidemiology situation and what are my quarantine options?
The Ministry of Health of Ukraine has developed criteria for “zoning” countries depending on the spread of COVID-19 per 100,000 population.
“Red zone” – countries with more than 40 active cases per 100,000 population. People entering Ukraine from the “red zone” countries need to undergo self-isolation or observation for 14 days.
“Green zone” – less than 40 active cases per 100,000 population. People entering Ukraine from the “green zone” countries do not need self-isolation or observation.
Caution! Citizens of the “red zone” countries do not need to undergo self-isolation or observation if they arrive from the “green zone” countries and are able to confirm their stay in the “green zone” area within the last 14 days.
The Ministry of Health of Ukraine is to update the number of active cases of COVID-19 per 100,000 population in other countries every three days.
Who pays for observation and treatment of foreigners in Ukraine?
All foreigners arriving in Ukraine must have an insurance policy. Entering Ukraine without an insurance policy is prohibited.
Treatment and observation are paid by the insurer according to insurance policy, or at one’s own expense.
